Stephen W. Harper
STEVE HARPER is President of New Horizon. He is responsible for the Company’s strategic direction, day-to-day management, and the final success of its China projects. He also takes personal responsibility for the Company’s relationships with its strategic and financial partners.
Mr. Harper was previously Vice President of AMRESCO Japan, a subsidiary of the $US70 billion global real estate and financial services firm Lend Lease, where the business specialized in acquisition and management of distressed commercial real estate assets. As the senior expatriate officer in Tokyo, Mr. Harper also served on the boards of two affiliated companies, one co-owned with Merrill Lynch Japan, and the other with Cargill Japan. During his tenure with the company, assets under management grew from start-up to more than US$500 million. Mr. Harper’s other real estate experience includes over US$200 million in successfully completed projects as principal, advisor or arranger of debt and equity capital.
Prior to the formation of New Horizon, Mr. Harper was Senior Vice President of the Los Angeles Economic Development Corporation, an internationally prominent civic organization, where he directed the international, investor relations, marketing and corporate communications programs. Mr. Harper also served as President and CEO of the World Trade Center Association Los Angeles – Long Beach, a subsidiary of the LAEDC.
Mr. Harper has been active in Asia for over twenty-five years and first came to the People’s Republic of China in 1982. He holds a B.S. in economics, summa cum laude, from the California State Polytechnic University, Pomona, and an MBA from the University of Southern California’s IBEAR Program in the Marshall School of Business. A member of USC Associates and Marshall Partners, he has served on the Board of Governors and the National Board of Directors of both the USC and Marshall School of Business Alumni Associations.
Manli “Jenny” Chen
JENNY CHEN is Chief China Consultant to New Horizon. A native of Tianjin, China, she actively assists the Company in its relationships with China partners, other businesses and government; sourcing of project opportunities; government approvals; and acquisition of information on government policies affecting the China property market and, in particular, the company’s projects.
Ms. Chen is an experienced international executive with fourteen years in senior management roles for Tianjin Tonghui Group, the largest privately-owned transportation company and one of the largest private business groups in Tianjin. Since 1993 she has served on the Board of Directors of Tianjin Tonghui, a diversified holding company with ten subsidiaries and operations in transportation, agriculture, food processing, distilled beverages, apparel, plastics and chemicals, and over 2,000 full-time employees.
Ms. Chen was personally responsible for creating Tianjin Tonghui’s Transportation Services Group, the largest and most profitable division of the company. After establishing the business in 1995 she exercised operating responsibility as General Manager of its primary subsidiaries, Tianjin Han Tone Container Transportation Company and Tianjin Guotong Container Transportation Company, which today account for approximately 70% of the parent company’s net income.
Ms. Chen’s personal strengths include business development, new market development, customer and government relations. A graduate in International Business from Wuhan University (China), Ms. Chen’s academic credentials also include a certificate from the IBEAR Visiting International Professionals Program at the University of Southern California’s Marshall School of Business. She has previously served on the Board of Directors of the Los Angeles Economic Development Corporation.
Coy F. Baugh
COY BAUGH is Chief Financial Officer of New Horizon, and responsible for the Company’s domestic and international financial, control, reporting, administrative, and risk management functions. He also oversees creation and implementation of the company’s international tax strategies, and the structuring of its foreign holding and operating subsidiaries.
Mr. Baugh contributes nearly thirty years of experience as a senior financial executive to New Horizon, including eleven years as Vice President and Treasurer of PacifiCare Health Systems, Inc., an $11 billion Fortune 500 organization where his role included responsibility for all real estate assets. Among other accomplishments at PacifiCare, Mr. Baugh completed a $110 million development project, disposed of a $60 million dollar property portfolio, and restructured $800 million in corporate debt. He was also responsible for firm-wide management of corporate and financial risk, including foreign exchange-rate exposure and financially-engineered approaches to limiting balance-sheet fluctuations in asset value.
Mr. Baugh has also served in senior executive roles, including CFO, for a number of other publicly-listed and privately-owned firms, ranging in size from several hundred million to over two billion dollars in sales. His early career included both public accounting and audit experience with Ernst & Young.
Mr. Baugh is a Certified Public Accountant, and holds an MBA from the University of Southern California’s IBEAR Program in the Marshall School of Business. He also holds advanced management certificates from Cornell University and the University of Missouri.
